At 5:09 a.m., a black Lexus was repossessed at Ellendale Manor Apartments.

At 8:04 a.m., an abandoned mobility scooter was picked up from Hankel Street and delivered to city shops.

At 10:02 a.m., children were riding their bikes with no helmets. Police talked to the parents, and they said they would start making them wear their helmets.

At 10:50 a.m., a .22LR Colt pistol was handed in to the police as a donation. Magazine, ammo and trigger lock were included.

At 3:04 p.m., there was a theft of two 40-gallon black bins full of empty cans from Southwest 13th Street. There were also 12-13 green bags of cans stolen from the same location.

At 3:31 p.m., a swimsuit and other clothes were found by the water on Southwest Academy Street. Police took clothes just in case a missing person case came up.

At 6:09 p.m., a report of a dog in a car in the Safeway parking. The owner came out of Safeway with groceries and claimed they had been in the store for about 20 minutes. The windows were down, and it was about 79 degrees out.

At 4:33 a.m., a report of a confused male sitting on the sidewalk of Southwest Canterbury Court. He was checked out by medics and picked up by his mother.

At 6:53 a.m., a 1990 black and brown Honda Civic was stolen from Safeway at West Ellendale Avenue.

At 11:24 a.m., a white Toyota was towed as a personal property impound at Monmouth Cutoff.

At 11:34 a.m., a Mitsubishi with no plates was towed as a personal property impound at Monmouth Cutoff.

At 10:24 p.m., Julie Burg was lodged on a Dallas warrant.

At 12:31 a.m., a resident on Southwest Oregon Avenue mistook fireworks for someone knocking.

At 9:57 a.m., a man argued with the staff at the Dallas Aquatic Center about having his “service dog” in the shower with him. Staff advised his dog was not allowed per the sign at the Aquatic Center.

At 8:57 p.m., Ashley Kennedy was lodged for assault.

At 12:47 a.m., Nathan Kelly was lodged for a failure to appear on a Clackamas County Circuit Court Warrant.

At 6:08 a.m., a man was asking for free coffee and a phone charger. He was given $3 for a bus ride to Salem. He found out that buses do not run on Sundays. He said he would wait in the area until he could use his Oregon trail card to buy some food. Walmart employees were told to call the police if the man became an issue.

At 9:01 a.m., extra patrols were requested to Southwest Ellis Street due to fireworks in the area being lit.

At 9:34 a.m., a hit-and-run was reported on Orchard Drive.

At 1:17 p.m., a woman on Southwest Stump Street had questions about getting rid of her dog. She was advised to contact the Humane Society.

At 5:05 p.m., two tires were stabbed sometime overnight on Southeast Miller Avenue.

At 10:30 p.m., there was a large party on Southwest Natalie Street. No illegal fireworks were seen, but some “wimpy” fireworks were already extinguished in the street. The bass from the music was excessive, which they turned down upon request.

At 10:35 a.m., family members of a resident on Orchard Drive were checking on their daughter’s home while she was away on vacation.

At 1:16 p.m., a license plate was seized on Southwest Court Street for illegal alteration. The driver was also cited for failing to use a safety belt properly.

At 3:08 p.m., a Facebook photo of a juvenile holding a crossbow with concerning song lyrics written across it was sent to police.

At 7:13 p.m., a noise complaint was made about the 4th of July at Southeast Dimick, and they were asked to keep it down.

At 11:33 p.m., a trash can caught on fire after fireworks were disposed of. The car extinguisher mostly put out the fire. Dallas Fire handled the rest.

At 2:09 p.m., a complaint of scattering rubbish was reported at Northwest Bonanza Avenue after a neighbor dumped his yard clipping over the fence onto property between DHS (Department of Human Services) and Jasper Street. Police advised him that he could not dump yard waste over the fence.

At 11:43 a.m., a hit-and-run was reported at Harrington Rod Company. The incident was captured on video and is currently under investigation.

At 11:49 a.m., Grace Davis was lodged for attempted assault, harassment, criminal mischief and unlawful use of a weapon.

At 2:03 p.m., a stolen vehicle was towed from Northwest Heath Street to a tow yard in West Salem.

At 8:42 p.m., a complaint was made that relatives from out of town stole a pistol and some coins from a safe on Southeast Dimick Street.

At 3:27 a.m., Lee Tiger was caught attempting to take cans from Walmart’s storage area. He was trespassed from all Walmarts and was directed to report to his parole officer in the morning.

At 10:51 a.m., a late hit-and-run was reported on Southwest Washington Street, which resulted in damage to the driver’s side door of a 2018 Dodge Challenger. There were cameras in the area, but another vehicle blocked the view.

At 11 p.m., Brandon Reese was arrested for disorderly conduct and harassment. He was lodged at the Polk County Jail.

At 7:09 a.m., a motorist was cited for speeding 91 mph in a 55-mph zone on Highway 22 near Perrydale Road.

At 12:54 p.m., a motorist was stopped after deputies received several driving complaints about him on Highway 18 near milepost 24. The driver was visibly intoxicated, failed a field sobriety test and was arrested for driving under the influence of an intoxicant. He provided a BAC of .24%.

At 5:55 p.m., a motorist was cited for speeding 84 mph in a 55-mph zone on Highway 22 near milepost 15.

At 8:11 p.m., a resident in the 100 block of Carey Court in Falls City reported the theft of their pride flag from their porch. The complainant is aware of at least four other pride flags being stolen around town in the past couple days and is concerned because the city’s pride event is coming up next month.

At 9:48 p.m., a motorist was cited for speeding 72 mph in a 40-mph zone on Wallace Road near Michigan City Lane.

At 11:22 p.m., a deputy came upon a vehicle parked off the road in the 3600 block of Perrydale Road a with male sleeping in the back. He claimed his friend is coming back with more gas.

At 12:22 a.m., a report of mortars being set off somewhere near the quarry by the Martin Road and Richardson Road area.

At 12:32 a.m., a motorist was cited for driving on Red Prairie Road near Blanchard Road while suspended, driving uninsured and obstruction of vehicle windows.

At 2:29 a.m., a motorist was stopped for failure to drive within lane on Highway 22 near milepost 13. The driver was cited for driving while suspended – violation.

At 3:09 a.m., a motorist was cited for speeding 82 mph in a 55-mph zone on Highway 22 near Kings Valley Highway.

At 3:50 a.m., a deputy stopped a motorist on the Dallas Cutoff near Rickreall Road. The deputy learned the driver was a Salem Metro Police Detective actively working a case. He was warned for speeding.

At 3:51 a.m., a report of a single vehicle off Corvallis Road near Prather Road.

At 7:35 a.m., a deputy came upon two individuals picking up brass and cans on Dorn Peak Road near Dickenson Spur Road. One of the subjects had an outstanding warrant from Albany Municipal Court. The subject was cited and released.

At 7:56 a.m., a subject reported while riding his bike with his dog walking alongside at Dallas Cutoff near Rickreall Road, the dog saw a squirrel, started running, causing him to crash. The subject was upset no one stopped to help him. The deputy gave the subject some water for himself and the dog.

At 9:07 a.m., a resident in the 14600 block of Corvallis Road reported being woken up earlier by noises outside. She went out without shoes or glasses on. She found a pickup truck with some of her items in the back. The driver then drove off, running over her knee. She was unable to give deputies a description of the driver or the license plate.

At 9:32 a.m., a report of a llama on the loose in the 2100 block of Pioneer Road.

At 6:37 p.m., a motorist driving 3900 block of Zena Road at 60 mph, hit some gravel, got sucked into a ditch and rolled three times. The driver appeared okay and denied medics at the scene.

At 7:48 p.m., a motorist was cited for speeding 80 mph in a 55-mph zone on Highway 99 near milepost 56.

At 8:09 p.m., a motorist was stopped and arrested after passing a PCSO deputy in the 7400 block of Buena Vista Road. The deputy learned the driver had an outstanding warrant out of Clackamas County for possession of controlled substance – methamphetamine.

At 8:16 p.m., a male subject on Parry Road near Terrace Street in Falls City was carrying a machete because he had been doing yard work. He had no intention of using it against himself or anyone else.

At 11:38 p.m., a report of a two vehicle crash in the 15600 block of Perrydale Road. The driver who caused the collision was cited for driving while suspended – violation, driving too fast for conditions and for driving uninsured.

At 11:33 p.m., a report of a vehicle versus deer collision on Highway 99 near milepost 57.

At 11:43 p.m., a motorist was driving northbound on Helmick Road just before entering Monmouth when she reported hearing five shots and an impact to her car. Back home, she found a small dent in her roof rack that appeared consistent with being struck by a small caliber round. A deputy did not find any evidence that anyone there had been shooting.

At 1:01 a.m., a motorist was stopped for expired registration on Halls Ferry Road near Independence Highway. The driver was cited no operator’s license and his passenger, who was the vehicle owner, was warned about the registration.

At 3:59 a.m., a motorist was stopped for use of nonstandard lighting and for speeding on Highway 22 near Brown Road. The driver was cited for driving while suspended - violation and for driving uninsured.

At 6:45 a.m., a motorcyclist was stopped for speeding on Highway 22 near milepost 17. The driver was cited for speeding and driving uninsured. When leaving the stop, he “peeled out” while yelling expletives at the deputy. The deputy stopped him again for speed racing. While attempting to hand him the citation, he again yelled expletives at the deputy and fled without taking the citation, generating potential crime for attempt to elude. The deputy caught up to him and he continued his elude at about 45 mph westbound on East Ellendale Avenue. The deputy stopped him on Southeast LaCreole at East Ellendale and was taken into custody without further issue. The deputy located a pair of metal knuckles on his person. He was lodged for attempt to elude and carrying a concealed weapon. The deputy later learned the motorcyclist was a member of the Gypsy Joker motorcycle gang which is not friendly towards law enforcement.

At 10:49 a.m., a resident in the 15300 block of Ellendale Avenue reported numerous cows on his property and that they were eating hay, flowers and stuff. The deputy spoke with the owner a couple houses down and learned it was the first time the cows had gotten loose. The deputy educated them on the responsibilities of owning livestock.

At 12:19 p.m., a motorist was stopped for not wearing his seatbelt on Gold Creek Access Road. The driver was cited for driving while suspended – violation and for not wearing a seatbelt.

At 3:34 p.m., a motorist was cited for speeding 83 mph in a 55-mph zone on Salem Dallas Highway near Stoneway Drive.

At 5:22 p.m., a report of a trailer fully engulfed in flames in the 400 block of Fairoaks Street in Falls City. A deputy had to warn the owner a couple times to not interfere with the firefighters because she was trying to save some of her personal belongings.

At 9:51 p.m., a motorist was cited for speeding 86 mph in a 55-mph zone on Highway 99 near milepost 65.

At 12:02 a.m., a motorist was stopped in the 2000 block of South Church Road as a suspect in an assault case. The driver appeared intoxicated, failed a field sobriety test and was arrested for driving under the influence of an intoxicant. He later provided a breath sample of .27% BAC at Polk County Jail.

At 12:36 a.m., a motorist was cited for speeding 85 mph in a 55-mph zone on Independence Highway near Highway 22.

At 12:50 a.m., a motorist was cited for speeding 72 mph in a 50-mph zone on Highway 22 near milepost 23.

At 3:43 a.m., a report of a motorcyclist crashed on his motorcycle on Highway 194 near milepost 3 and was about 20 feet down an embankment with injuries. Polk Fire used a basket and ropes to safely extricate the motorcyclist from the ravine. He was transported to Good Samaritan in Corvallis. At the hospital, staff performed a BAC and it came back .177%. The motorcyclist faces charges of driving under the influence of an intoxicant.

At 4:27 p.m., a report of a single vehicle crash with no injuries on Independence Highway near Greenwood Road.

At 5:19 a.m., deputies responded to a domestic disturbance in the 6900 block of Corvallis Road. A male subject was arrested for harassment (domestic).

At 3:14 p.m., a report of an RV versus vehicle accident on Salmon River Highway near Grand Ronde Road.

At 7:13 a.m., a report of a single vehicle, rollover accident in the 8300 block of Buena Vista Road. The driver was cited for having no valid operator license and for driving uninsured.

At 8:48 a.m., two dogs were found at Dallas City Park and turned over to PCSO who in turn transported them to the Oregon Humane Society.

At 9:35 a.m., a report that cows escaped a property in the 18200 block of Bridgeport Road. The neighbors helped round them up.

At 9:51 a.m., a report of a three-vehicle accident with minor injuries in the 10300 block of Rickreall Road. The third driver that caused the chain reaction accident was cited for following too closely.

At 11:37 a.m., a report of an abandoned vehicle from Dundee found in the 5000 block of Wallace Road.

At 2:53 p.m., deputies responded to a report of goats killed by two dogs on the loose in the 8300 block of Grand Ronde Road. The resident reported a male subject shot one of the dogs dead but the other got away. Deputies tracked down the dog’s owner in the 28600 block of Grand Ronde Road, who was cited for dog as a public nuisance.

At 5:37 p.m., a report of vandalism to a vehicle in the 4200 block of Mistletoe Road. The complainant reported loaning the car to female subject. That subject and a male subject were caught doing drugs in the car. The male subject vandalized the car, as caught on security camera. The owner does not want to pursue criminal charges at this time. She only wants the male subject warned.

At 9:04 p.m., a report of a cow loose near Highway off Stapleton Road. The cow belonged at a residence in the 7200 block of Helmick Road. With the assistance of a willing citizen, the cow was returned to the field with its calves.

At 11:42 p.m., a report of a male subject, possibly high on drugs, tried to enter a business in the 400 block of Main Street in Falls City. A second report taken from nearby resident who stated the same subject “fumbled” with his trash can. Deputies were unable to locate the subject.

At 5:43 p.m., a resident in the 16400 block of Oakdale Road reported her son and his friends broke into her padlocked room and stole about $200 worth of alcohol and drank it at her home while she was gone. The three were cited for Theft 2.

At 3:42 p.m., a Mossberg 9mm handgun was found in the bathroom of Chevron in the 5300 block of Salem Dallas Highway. The gun was taken as found property and placed into evidence at Sheriff’s Office.

At 4:58 p.m., deputies received a report a male subject was acting under the influence of methamphetamine and that he parked his SUV near the river in the 25600 block of Yamhill River Road. Units went out to location but were unable to locate him. His mother retrieved his vehicle.

At 5:37 p.m., deputies responded to a report of a 4-year-old female walking alone down the 28500 block of Andy Riggs Roads. Eventually, Department of Health Services representatives and the juvenile’s parents showed up. Deputies made a cross report with DHS.

At 7:14 p.m., a deputy on water patrol contacted two males in a hard plastic raft not wearing life vests. While he initiated writing citations, the rafters struck a tree branch over hanging the water and overturned. The deputy assisted both men into his boat and provided them a courtesy transport to Social Security Fishing Hole. Both men were cited for insufficient life jackets and educated on requirements.

At 7:23 p.m., a report of dogs getting out of a fenced yard in the 2700 block of Vick Avenue and harassing residents as they walked by with their dogs. A deputy let the dog’s owner know about the situation.

At 12:19 a.m., deputies came across a female subject asleep on the sidewalk in the 300 block of Main Street with her things strewn around. She was hard to wake and appeared under the influence. She claimed someone in Salem law enforcement gave her and her boyfriend bus passes and told them to come to Dallas for resources.

At 10:40 a.m., a report of both license plates and registration on a GMC 2500 were stolen in the 5000 block of Salem Dallas Highway.

At 2:56 p.m., deputies served a stalking order to a resident in the 2900 block of Oak Knoll Road and also seized his concealed carry license which was given back to PCSO records.

At 4:41 p.m., a deputy made contact with a male subject at the PCSO to inform him he was out of compliance with his Sex Offender Registration. He was arrested for failure to register and he was lodged at Polk County Jail.

At 5:54 p.m., a report that tenants in the 4700 block of Salem Dallas Highway had left their pet rabbit in a plastic storage container and it had died.

At 2:55 a.m., a report of hay bales in the road, possibly hit by vehicles, on Highway 22 near milepost 12.

At 7:14 a.m., a motorist was cited for speeding 88 mph in a 55-mph zone on Highway 99 near milepost 53.

At 9:44 a.m., a report of a vehicle versus deer collision on Pacific Highway near Farmer Road. The deer was deceased when the deputy arrived.

At 1:06 p.m., a Weiner dog was found wandering in the 1900 block of Perrydale Road. A deputy took custody and lodged the dog at Dallas Pound.

At 1:15 p.m., a resident in the 28500 block of Andy Riggs Road reported hearing gunshots and was worried shooters did not have a safe backstop behind any targets. A responding deputy did not hear any further gunshots.

At 4:47 p.m., a deputy helped a motorist change a tire on Highway 22 near Greenwood Road.

At 5:54 p.m., a resident in the 1100 block of Southeast Howe Street reported finding a wallet in his flower bed on July 3 that may have been stollen and dropped there. A deputy took possession of the wallet and advised if there was a theft, it would be turned over to Dallas Police for investigation.

At 10:29 p.m., a report of a deer hit by a vehicle that left the scene on Highway 221 near milepost 16. A deputy dispatched the deer. A passerby said they would come back and collect the deer.

At 12:35 a.m., a motorist was cited for speeding 86 mph in a 55-mph zone on Highway 22 near milepost 14.

At 1:05 a.m., a report of an unoccupied Dodge Charger found in the ditch in the S corners of 8600 block of Suver Road.

At 4:46 a.m., a motorist was stopped for speeding and failure to maintain lane. The driver appeared intoxicated but refused to take a field sobriety test and a breathalyzer test. A warrant was granted and blood was drawn at West Valley Hospital. The driver was cited and released for driving under the influence of an intoxicant, reckless driving, fail to drive within lane, fail to install ignition interlock device and for refusing to take a breath test.

At 8:56 a.m., a resident in the 7900 block of Corvallis Road reported two German shepherds had attacked their chickens. The responding deputy found the older dog had left the scene, but the other, a 1-year-old puppy remained on the porch. The chickens appeared uninjured. The puppy, which had no collar or chip, was housed at Dallas Pound.

At 2:05 p.m., a report of a motorist who crashed into a ditch after checking her phone on Zena Road near Bethel Road. She was cited by an Oregon State Trooper.

At 3:07 p.m., a report of a motorist traveling 60-70 mph failed to negotiate a turn and ended up in a ditch, upside down, on Airlie Road near Maxfield Creek Road. The driver was cited for failure to maintain lane.

At 9:03 p.m., a motorist was stopped for speeding on Highway 22 near milepost 19. The driver, from Washington, was cited for driving uninsured.

At 10:30 p.m., a report of a motorist who failed to negotiate a curve in the 7100 block of McTimmonds Road, rolled over and crashed.

At 11:01 p.m., a deputy found a mastiff dog on the loose in the 1100 block of Wallace Road. It was taken to Dallas Pound.

Jeremiah Lometo, 35, of Monmouth, was arrested for driving under the influence of an intoxicant.

Derek Ward, 23, of Monmouth, was arrested for criminal mischief II.

Melisa June Marie Collinsworth, 37, of Dallas, was arrested for burglary 1.

Taylor Brice Boatright, 28, of Independence, was arrested on an outstanding warrant.

Travis Adam Bizon, 40, of Woodburn, was arrested for driving under the influence of an intoxicant.
